The Problem We Are Solving
East Sepik is one of the largest and most dispersed provinces in Papua New Guinea. Its schools sit along the Sepik River, across the Prince Alexander ranges, and out into communities that can take a full day to reach by road or boat. A student at a school in Wewak and a student at a school in Ambunti follow the same national curriculum, sit the same examinations, and carry the same ambitions. They have never had the same access to the resources behind that curriculum.
Connectivity has existed in the province for years. Forty sites across East Sepik are already connected by satellite. But the cost of that connection has been severe — high enough that schools ration their usage, and high enough that expanding the network further was never realistic. Access existed on paper while remaining out of reach in practice.
Kumul.AI changes the economics. By migrating these sites to Starlink and building a single platform on top of them, the province can deliver dependable, affordable connectivity to schools — and then keep extending it outward, school by school, until distance stops determining what a child can learn.
What This Means for the Province
The Same Curriculum, Everywhere
Every connected school reaches the same national curriculum materials, the same digital learning tools, and the same teaching resources. A classroom's distance from Wewak stops deciding what is available inside it.
Teachers Who Are Not Working Alone
Teachers in remote postings gain access to lesson materials, professional development and a network of colleagues across the province. Preparation that once depended on whatever was in the storeroom now draws on the whole curriculum.
Schools That Can Be Reached
A connected school can be contacted, supported and supplied. Enrolment records, examination logistics and provincial coordination stop depending on a physical journey.
Communities, Not Just Classrooms
Connectivity at a school reaches the community around it. Local entrepreneurs, health workers and community groups gain the same link to markets, information and services — building an economy alongside the education system.
In Every Child Is the Future
This is not a slogan for us. It is a statement about where the province's future actually sits — not in an office in Wewak, but in a classroom in Yangoru, in Ambunti, in Dreikikir, in Angoram.
Every child in East Sepik carries something the province will need. The only question is whether they are given the means to develop it. That is what this programme exists to answer.

How It Works
Connect
Starlink kits are installed at schools and community sites across the province, replacing costly satellite links with dependable, affordable connectivity.
Register
Schools register on this platform. Principals enrol their students so that access can be issued as each site comes online.
Deliver
Connected schools reach curriculum materials, digital learning tools and provincial support — with the network extending outward to more schools in each subsequent deployment.

Kumul.AI is an initiative of the East Sepik Provincial Government, delivered under the Provincial Services Improvement Programme. The programme is directed from the Office of the Governor.
